Offsets, JVs and Localisation in India's Defense Sector
Published

Defence is the most structured market a foreign manufacturer can enter in India and the one where informal approaches fail most reliably. Procurement categories, indigenous content thresholds and offset obligations are published, tested and audited. The companies that succeed treat that structure as the design brief rather than as an obstacle.
Reading the procurement categories
Acquisition categories determine who may bid and how much of the content must be Indian. The practical effect is that the category assigned to a programme decides your entry model before you have spoken to anyone. A programme reserved for domestic design and development is not winnable as a direct import no matter how strong the product is, but it may be very winnable through a technology partnership with an Indian prime.
Offsets in practice
Offset obligations attach to qualifying contracts and must be discharged through approved routes. Three things consistently surprise first time entrants:
Discharge takes longer than expected because partner qualification and export documentation both sit on the critical path.
Banked credits are valuable and are best generated before you need them rather than in the year the obligation falls due.
The partner who is easiest to contract with is often not the partner whose capability will survive an audit.
Treating offsets as a compliance cost produces a scramble. Treating them as a supply chain investment produces an Indian vendor base that lowers your cost on the next programme.

Choosing between a JV and a licensing route
Joint ventures give better access to restricted categories and better standing with the customer, at the cost of shared control and a slower start. Licensing to an established Indian prime is faster and lighter, at the cost of margin and of ceding the customer relationship. The right answer depends less on preference than on the category of the programmes you intend to chase over the next five years.
What a credible plan looks like
A defensible India defence plan names the two or three programmes you are actually pursuing, the category each falls under, the partner structure that makes you eligible, the offset obligation each would create and the vendor base you would use to discharge it. Plans that stop at intent tend to stall at the first request for documentation.
