India Server and AI Infrastructure Localization: A 90-Day Decision Framework
Published

Global server, storage and AI infrastructure makers are arriving at the same India question at roughly the same time, and the window in which the answer is cheap is closing. Data centre build out, public sector procurement preferences and incentive schemes have converged to make local manufacture a commercial question rather than a strategic aspiration.
Why the question has become urgent
Three forces are pushing in the same direction. Domestic data centre capacity is expanding quickly and the buyers prefer local supply for lead time reasons alone. Public procurement rules give measurable preference to locally manufactured hardware. Incentive schemes reward committed capacity, and the capacity commitments being made now will set the competitive baseline for several years.
The ninety day framework
A decision this size does not need a two year study. It needs three disciplined months.
Weeks one to four: qualification
Establish exactly how your product family is classified, what domestic value addition percentage you would achieve under each of the plausible manufacturing models and which tenders that qualification would make you eligible for. This is document work and it is unglamorous, but it eliminates most of the options before anyone visits a site.
Weeks five to eight: partner and site shortlist
Run two or three states against each other on power, land, logistics and incentive package, and qualify contract manufacturers against your actual quality regime rather than their reference list. Supplier depth for chassis, power supplies and thermal components should be tested here, not assumed.
Weeks nine to twelve: the commitment case
Build the capacity commitment, the incentive filing and the entity structure as one document. These three decisions constrain each other, and teams that sequence them separately usually discover an incompatibility late.

What good looks like
A named product family with a verified classification and value addition percentage.
Two viable manufacturing partners rather than one, with pricing tested against each other.
A state package negotiated with competitive tension, not accepted from a single option.
An entity and signing authority in place before the incentive filing, not after.
The cost of waiting
Every quarter of delay does two things. It allocates supplier capacity and state incentives to competitors who moved earlier, and it shortens the runway for qualifying under terms that are more generous now than they are likely to be later. The decision to enter can be deferred. The cost of that deferral is now measurable.
